GTA 6 is so large that nobody at Rockstar knows all of it
Rockstar North's co-studio head on a game that started years before full production began in 2020.

Rob Nelson, co-studio head at Rockstar North, has said the earliest work on Grand Theft Auto 6 began years before full production started in 2020, and that the game has grown to a point where there is no longer anyone on the team who knows it inside and out.
Read that carefully
It is a striking admission from a studio that usually says nothing. Taken at face value it means the game is large enough that comprehension of it is distributed across departments rather than held by any individual.
It also quietly explains the delays. A project where no single person holds the whole picture is a project where integration, not creation, is the hard part.
